Hannes Snellman has been chosen to represent the Finnish government in a new Public Private Partnership (PPP) project concerning the railway section between Kokkola and Ylivieska in Northern Finland.
The Finnish Transport Agency chose Hannes Snellman as legal advisor and Inspira Oy as financial advisor for the Kokkola-Ylivieska project as a result of a public tender procedure. The advisory work in the project will involve advice in relation to all legal and financial aspects of the project.
The partner in charge of the project at Hannes Snellman is Rabbe Sittnikow. Matters relating to public procurement law will be handled by specialist partner Mika Pohjonen.
Hannes Snellman has considerable experience in advising both public and private sector bodies in PPP projects in Northern Europe, having been involved in major road, railway and school projects as well as general PPP advisory work in Finland, Sweden and Russia. The appointment as the government's advisor in the Kokkola-Ylivieska project will further strengthen Hannes Snellman’s leading position within Nordic PPP work.
The Kokkola-Ylivieska project will involve the construction of a new double track between Kokkola and Ylivieska and a refurbishment of the existing track at the same section. The length of the section is 79 km and it includes 48 bridges and 50 railway switches. The construction cost is estimated to be EUR 260 million. Construction works are expected to start in the summer of 2011. Kokkola-Ylivieska will be Finland's first railway PPP project.
